Over the long term it is supposed to bend the cost curve by limiting increases.

Costs aren't going to go down, but costs aren't going to increase by as much as they would without the law.
And this is what makes it a hard sell. How do you prove to someone who just saw costs go up that they would have gone up more without this legislation?
It's the same with the stimulus. Unemployment is bad, but how do you prove that it would've been worse without the stimulus?
