Sure, but the immediate impact was to provide healthcare coverage to a big chunk of the one-sixth of Americans that didn't have it

I'm not saying the bill doesn't reduce costs at all, but it didn't do much to substantially reduce costs by changing the way doctors charge patients for services.
Not even the Republicans' much vaunted tort reform got in.
