Go with jacket #2, definitely. Hell, I would freeze out on the sound in July, it's so friggin cold. The water temp rarely gets above 55.

Seriously, you might want to go to REI or someplace like that and invest in some good sailing gear. If nothing else, get a jacket with thinsulate lining. :)
Oh, UnderArmor by Nike is fantastic for your "skin" layer. There's a Nike outlet store at the outlet mall in North Bend (20 miles NE of Seattle).
