You're assuming she didn't. She at least went to the corporate rep on Twitter if not to Corporate

And since it's a recurring problem, if she's like normal people then she's looked for window staff to make the correction.
She may have skipped management at the store level.
I know I'd be pissed enough to go corporate or consumer blog if the problem was persistent.
You shouldn't have to consistently ask for your order to be corrected. That's bad business on McD's part. That it's a toy is irrelevant, it's a customer's order being screwed up consistently. That's a franchise AND corporate issue that McD's should care about getting right.
