He had a formal contract stating he'd be head coach when Mack Brown retired.

It was largely an honorary thing as Brown himself said at the time that he wasn't expecting to retire for several years. This was during the 2008 season IIRC. UT made him an offer ahead of Dooley, so Texas gave him a raise. Then, Florida made him an offer and he took it, presumably because he realized he was closer to being fired than he was to becoming Texas' next head coach.
