Here's the deal. The security is NTFS based. IIS is just piggy backing on that.

You have to change the security policy on that server to modify the number of attempts. Depending on your version of Windows, you're looking for the Local Security Policy > Security Settings > Account Policies > Account Lockout Policy > Account lockout threshold.

On my local PC, it's set to 0, which means infinite number of attempts.
