I didn't see hit and run anywhere in that story, nor confirmation that the car was stolen.

The car he was driving probably, but not definitely, almost ran someone off the road. And that probably means he hit them, but not necessarily.
And they will only say the car may have been stolen. No confirmation on that, either.
That said, I imagine that if he had been clean lately likes his mom suggests, he probably relapsed.
