I'm torn between a) Fuck him, don't respond. and b) It took a while, but at least it's an explanation and an honest one.

If you dig him and think there could be something there...respond saying essentially that you appreciate his note but that you don't appreciate being ignored and that if this was the issue, he could have said it a month ago and avoided this.
Honestly, if you hadn't even really thought about a relationship...I say fuck it and ignore it.
