It depends on what you want out of it. Serious relationships can grow from casual beginnings. Friendship is good too.

You definitely should respond to his message. That sort of thing is hard to say in person, which is why he didn't call to tell you. I wouldn't be snarky, but he has set some terms and you can agree or tell him thanks but no thanks.
