that's kind of fucked up. in canada at least you can be admitted without going through the ER (depending on what you're there for, and if a doctor

the only time I've really used it was to have a non-emergency ultrasound (and then CT) done without waiting a week. doctor called a friend, they slotted me in in a spare 15 minutes.
