For the outside territories you have to pay attention to those little squares with squiggles in them.

The inside territories are fairly self explanatory, but the outside ones confused me for a long time. Those little black squiggles are the key (they are listed in the legend under Outsiders and called border indicators). To attack, you can only pass through one of those. Proximity on the board doesn't matter. The only thing that matters is following the paths. If you can get from one territory to another along a path and only crossing one of the border indicators you can attack it. If you have to pass through more than one border indicator you can't. That's why Britain and the USA can't attack Germany for example.
