the atmosphere itself obsorbs, disperses the light, I mean the reason our sky is blue is cause the sun's rays hit the air and scatters, also when the

laser is working on the target, the vapor of burning material isulates and protects the rest of it, so in laser engraving they pulse it to allow it to disperse
