I think Nolan could make Catwoman work. It's not a difficult concept character.

Not like, say, Jervis Tetch (Mad Hatter) or Killer Croc or Harley Quinn.
Catwoman, Pamela Isley (Poison Ivy), Riddler and Penguin could all work very easily in Nolan's world. As could Bane.
