I think its a fine line. Ultimately, he didn't make the call to kill everyone in the hub. He had the idea, but others made the call. His intentions? Not noble. But he basically presented a way to win the war that was chosen, and worked.
That's why I say unchecked. If they gave him his own battalion, those would be the guys skull fucking corpses and shit. But working within the system... if he's a criminal, the entire leadership of 13 should have been executed. Coin didn't earn it until she proposed Hunger Games 2: Gotcha Bitch.
