I saw the post that started all this and, nefarious greedy motives or not, I doubt things will change much when it comes to IRL applications. When you go to the parks, you get a sheet showing when/where/who the characters will appear. That's how you meet Mickey or Tinkerbell. Yes, running across a character randomly is very unusual and has been so for many years now. This doesn't change anything. If this is an attempt to further monetize PhotoPass, well good luck. Everyone's got a digital camera now (or at least a cell phone) and they're all getting better. This is PhotoPass's last gasp.
Alraedy when you go to the mall to see Santa, it's a crap shoot as to whether you can use your own camera. In a few years, it's likely to be the only way to get your pictures.
Disney may try to prohibit you from using your own camera in the future in order to save their PhotoPass photographers, but that wouldn't last. Ultimately, putting the characters in a stationary location is the best way to get your photo with one of them. All they need is more locations. Roaming characters is a kind of a difficult situation to manage, anyway.
