It's the way they get you to either play bigger venues or play at a higher skill level. In Rock Band 1, you stopped getting fans all together at 550,000 fans until you upped your level to hard. Like right now, I can play in the smallest venue in "Seattle" and if I'm at medium, I get 6k fans. If I play on hard, I get 12k fans and if I play on expert I get 18k fans. I did the "Rawk-Aid" show last night in London and got 52k fans, doing it on expert and I only have like 700k fans right now. :)
