so claims done in the new system will either overlap with claims done in the old one, or have 10m gaps between them. the government refuses to process applications if they overlap with existing ones, and refuses to allow us to align new claims with old ones. result: 10m gaps between all old and new claims, ground that is totally unclaimable, and we're technically not even allowed to cross it.
