So, we put in a dog door for Petey, but he'll only use it if we walk over there and tell him it's OK.

He will stand in front of it, looking outside (or inside, as the case may be) barking and pawing at it until someone walks over there and says "It's OK Petey!".
I hope he figures it out soon. It's just as irritating as letting him in and out a regular door a zillion times a day.
