I somehow missed the "for a year" part.

Yeah, that is crazy. I knew things could take longer there, but not that long. It could partly be that they're keeping him locked up (but not in what we would consider a prison) as a protective measure.

I think one issue they have is that the gun he turned in wasn't a ballistics match, but they think he could have turned in a gun that wasn't the murder/manslaughter weapon or that he changed the barrel.
