I don't know the exact wording, all I know is the fallout: It's now impossible to have an "unlimited" broadband connection in Canada.

The main ISPs were not offering an Unlimited package, which is fine. But they were required by law to resell access to their infrastructure to smaller "competitors", and those competitors were previously able to offer Unlimited packages. The ruling makes this impossible now.

(The law exists because the government partially paid for the infrastructure, so they wanted to force competition to prevent a monopoly. But then the monopoly pressured the CRTC into bowing to its demands.)
