As far as I can tell, the ruling had to do with the big guys being permitted to meter the internet they are forced to resell to the little guys.

The point is, the original ruling meant that start-up ISPs who buy the big boys DSL bandwidth wholesale were no longer allowed to offer Unlimited data

Personally, I'm way more offended at ISPs breaking into browser sessions and modifying the incoming HTML. That's highly offensive to me. -- (link)

Sadly, my ISP will still be doing UBB - so they charge extra for higher speeds, and they also charge extra for amount downloaded. Pick ONE! Geez. :) -- nm
