As far as I can tell, the ruling had to do with the big guys being permitted to meter the internet they are forced to resell to the little guys.

It all seems pretty convoluted. Metered internet exists in Canada. The problem is that the big guys meter their internet and the little guys don't. But the little guys get their internet from the big guys (by government mandate) and do so at wholesale rates. They were previously protected from metered internet and the ruling just lifted this protection. I can see the big guys being allowed to meter the internet they resell to the little guys, but not at onerous prices - which is what appears to be the case.
I think the big guys should be allowed to meter the internet they resell. It only makes sense. It's just that the instant the restriction was lifted, they immediately did what businesses always do, and abused the new privilege.
This is somewhat two-faced of the pro-business Conservative government. Clearly, all you have to do is whine enough and they'll back pedal.
