Disney/Pixar took their films off competition even since Kung Fu Panda swept the Annies from Wall-E.

The claim is that every animator that gets hired by Dreamworks animation automatically is bought membership into the Animation Society that votes for the Annie's. Toy Story 3 did get in but that's because there was a write-in for that movie and enough voters picked that to garner a nomination in the best animated film.
