I think throttle-based billing ought to be sufficient. That's what my position is.

I'd be willing to entertain a hybrid of the existing TBB and the new UBB, but not a pure application of both at the same time.
Responses:
I think the net neutrality issue will force it to metered... which is easier to clearly define anyway
