The difference in ratings is just too great to ignore.

AFAIK, it's the highest rated sitcom ever. Those 5 years it ruled TV, and made any show that followed it an instant hit. It even helped Cheers go from a cellar dweller to top 5 hit.
Modern Family just isn't even close in that regard. It's a hit comedy among a bunch of hit comedies right now. Could that change? Sure. It may keep growing. It may have far reaching cultural impact, but it doesn't right now. Two years into The Cosby Show's run it certainly did.
