There's definitely a lot working against it happening. Unfortunately, just ending it will

screw with a currently touchy market.

Best would be to end it in 2 or 3 years after the market has recovered, but the motivation to do it then will likely be vastly diminished.

Maybe push the legislation for ending it in this session or next and have it take effect 2 to 4 years from now with a short wind down period.
