I don't think Indians. Not all westerns are cowboys v. indians.
They are often cowboys or ranchers versus the government, corrupt/evil lawmen or competing cowboys/ranchers. Or good lawmen fighting criminals.
Firefly was cowboys/ranchers fighting a corrupt government, and the reavers were just a product of the government.
