Bound to be frustrating, but if they don't send you the label in order for you to return the phone, that's their baby.

Next time they ring you looking for it be as nice as pie and tell them you're waiting for the label to send it back. Tell them your story about waiting for the label and as it seems that no label is forthcoming, then perhaps they could recommend another avenue for you to return it. Then post it to them registered mail so someone has to sign for it when they get it.
