My read is that it'll be 2013. I just don't think he wants that issue driving his opponent's voters. (And it would.)

I would say opponents to proponents who vote on it, would break 2 or 3 to 1 against. Does he pick up support he's not previously getting? I don't see it.

It's the wrong side of the issue, but he'll have to keep his powder dry until after the election. Then he can move and leave two or three years for the nation to get used to it before the next election.
