Becuase taking over nations isn't exactly an idea we should be confident with

first, there's the idea of self-determination
second, you'd have to kill so many people that you'd be seen as oppressors instead of liberators
third, you'd need to expend enormous resources to even get in a position to take over a nation.
fourth, you'd then create a vacuum where anything could fill it (see Iraq and the Al Queda threat that didn't exist prior to our invasion)
fifth, some of these nations have heavy-duty weaponry and backs to the wall; they'll use them. And who wants a nuke-war becuase North Korea's leaders are bat-shit insane?
