libya had the soviets, and as long as qadaffi keeps the oil flowing and makes the appropriate counter-terrorism noises, nobody's too concerned with how he runs things. china keeps people out of north korea, and to a lesser extent iran (the russians help there too).

it takes a lot to make the major powers band together, and minor despots ain't it.
