Even if you could manage to get all 5 of the main powers to agree...then you'd need to have a post-war plan

and then you'd have to deal with a populace that's been beaten down by outside aggressors...which would very likely only serve to rally support for the target nation nationa identity and have them rally against you instead of seeing you as your intended goal of benevolent saviors.
