So if they'd had two weeks to review it they'd not have left?

Pending any shift in votes, which is unlikely at this point, all they're doing is prolonging the inevitable.
Also, i don't believe for a second that they've been blindsided here, the governor ran on this very promise, and was elected despite it, or because of it.
