This. The Founding Fathers didn't design government to "get things done" all the time.

It's designed to be inefficient. It's not state senators' and reps' jobs to absolutely show up to work on every single vote all the time. They are supposed to be able to not vote once in a while. Quorum rules exist for a reason.
