No necessarily. Regulation and living conditions also factor into corporate decisions.

South Dakota has a fantastic tax climate but no one wants to live there so you'd be an idiot to move a major corp there.
Plus that ignores the fact most big companies pay in every state already and you're just affecting the mix.
