just because it isn't describing what you think it should be, doesn't mean the data is biased in and of itself.

All it's saying is what percentage of ther income residents of each state pay to state and local governments in taxes. Whether that data is particularly valuable in any context or discussion about tax policy (surprise, it really isn't) is completely irrelevant to what the data is actually representing
