ST grammar help

Insufficient management of widget manufacturing lines resulted in missed output targets.

Incomplete management of widget manufacturing lines resulted in missed output targets.

I don't think incomplete is proper here. Assuming all words MUST stay the same except the first one, what say you? If insufficient was not an option, would incomplete work? Or, something else?
