I've been trying to find exact numbers and how to all adds up to put percentages against all of it.

One thing I have found is that Governor ordered state agencies to cut spending by 9% last Spring. I have no clue if that resulted in layoffs or not (seems somewhat inevitable at 9%, but that's a guess)
