I have an inkling that in Obama's eyes, Iran is the prize here. He's (probably) already decided that he can't back up a call for Gadafi to resign with

action given the entanglements he already has in Iraq and Afghanistan.
With that in mind if he called for him to resign, and he didn't but clung to power it would lessen American authority in the eyes of the Arab world. It would also demonstrate to the anti establishment movement in Iran that they would have no help from the US if they were to rise up in similar fashion.
I think Obama is keeping his powder dry until he's actually sure Gaddafi will go, and is restricting himself to asking that the bloodshed stop.
If what is going on in Libya was going on in Iran right now, I think the US would already have started bombing Iranian military installations under the guise of protecting the Iranian public.
