My concern is that we wouldn't see a change in payroll, income or sales taxes, just an addition of a VAT.

I'd be happy to scrap the ENTIRE tax code and start over with something that is progressive, yet reasonable for all income levels.
And stop treating investment income differently than earned income.
I've earned a hell of a lot more from investments for a shit load less effort than I ever did punching a clock.
