Those are the reasons he's being dismissed as less than elite, not his playing ability.

And that's totally fine. He stole a laptop as a freshman, was bribed as a junior, and is now talking an absurd amount of smack for a 20-year-old. He may very well have crippling personality flaws that prevent him from greatness. He was the best player in college football last year, though, and I would unquestionably define him as an elite QB prospect.
