I believe it's saying "only one coupon can be used per person and per room." Two people staying in a double occupancy can't use two coupons to get

the room for free kind of thing.

It's like one coupon per person per table at a restaurant. You can't have 3 people at a table and use 3 groupons. Each person could have bought one of the groupons, but because they're all at one table, you can't use three groupons.
