some people might assume they're already lower and thus this would be a tax increase.

some might assume they're higher already and feel only parity wouldn't be enough of a cut...

I am not privy to the entire workings of the issue or reality on the ground...but I can see arguments where you'd have people arguing against parity that at least could be something other than asininely stupid.
