Yes, but look at who was running things on both sides of that divide

Stockwell Day and Peter McKay (and earlier, Preston, who could never shake the nerdy populist tag until much much later). Parties take on the characteristic of their leaders, and for a while post Mulroney, the PCs didn't have one worth spit. The Liberals don't now, and I don't know who it would be. But it only takes one.
