It becomes fraud if you use it for illegal purposes (and shows prior intent, conspiracy etc) but could also violate state laws if it mimics legal ID

In CA I had an old license, still valid date, that had my parents address, and my new one with my SAn Fran addy, a cop saw it and said he could have cited me for having two licenses even if both were legal valid, same name, same ID number.)
