A no-fly rule is basically good news, but the logic behind justifying it sounds like half-assed fence sitting and can kicking to me.

If the objective is to protect civilians, why is attack by air forbidden but attack by tank going to be allowed? If the loyalist forces are acting on behalf of a discredited illegitimate government, why not wipe them out decisively? If you insist on abiding by Libyan sovereignty by not occupying any of its land, why is it okay to infringe on its airspace?

A no-fly rule means you've chosen sides and you're at war with the Libyan government. Call it what it is, throw your full force behind it, and get it resolved before any more of the people you're trying to protect get hurt. This way is just drawing it out.
