The stations get a mix of funding from state and federal, grants and donations.

Donations are down for most non-profits, grants are down because donations are down and the grants are being redeployed. And state funding is a mess in general.
They are supposed to be non-commercial to avoid some of the pressures that come with having to bow to advertisers.
