if you're saying they're afraid of getting on his bad side, then imposing sanctions would be like going up to someone, saying "i don't want to get on your bad side" and then punching them in the face.
If Gaddafi wants money, he has to sell oil. And if he sells oil to anyone, he's selling oil to everyone, because of the way the oil market works.
I suppose he could produce even more oil than he already is. And boy would that show us.
