Basically I want to go after players with a high score but barely any military

The people hiding behind their alliance.
I'll check for offensive and defensive score so I don't go after people who have just been attacked.
I'll avoid big alliances in the beginning, but it may change at some point.
I just have to figure the exact numbers now
